Infinite Marque Reverse On Scroll Direction Change

Hi, 

I'm trying to make an infinite marquee that will reverse it's direction every time user scroll up or down. But when it reversed, it does not run infinitely. It stop when it reached the starting point of the text. I want the text to run infinitely in both direction. And also how do i maintain the text on every screen size, because it overlap each other on smaller screen.
