animation How can I get this effect ?

Hi there,
I am a newbie web-developer student. Recently I have started exploring the powers of GSAP !!
I would really appreciate if somebody could let me know how I can make this as a Mouse Hover effect?

I have searched literally everywhere, but didn't get what I was looking for.

Honestly I've never seen that effect before, it looks kind of a lava lamp or something, so i can't give you any advice on how you can achieve that.
