quickTo() and quickSetter() functions css and attr options

Yep, that's exactly it, @JamesGrubb. The .quickTo() method is like a direct wire to the inner-guts of a tween where the start/end values are stored AFTER all the parsing has happened. So the "css" and "attr" stuff involves various amounts of extra parsing, validating values, swapping aliased properties, etc. quickTo() skips all that for performance reasons.
