How To make this Scroll and text fill in scroll

how to make Scroll with text fill like link below 

I have done everything I think I can do and have not had a similar result even
I hope for any help and at least an idea

Here are the steps you'll need to follow:

1. Create a way to animate between full screen sections on scroll. Maybe this post can get you started:
2. Fix a list of items to the middle of the viewport.
3. Create the animation related to the text fill. Maybe these threads can help:https://webdevtrick.com/css-text-fill/
    
4. Pair those animations on scroll. 

Or you could, you know, actually buy the theme that you're using as a reference. That'd probably be the easiest and best solution
