GSAP is an animation engine that tweens numeric values. SVG, canvas, DOM — basically anything that can be touched by JavaScript can be animated by GSAP. All rendering is done by the browser.

 

That being said, yes — GSAP could easily animate the points of a SVG polygon as the mouse moves like the demo you posted.
