Is there a page somewhere on the site that lists what's new in each new version?

Yep, we use github for that stuff - it's awesome. We tag each release there and put notes about anything significant with each release. For example, the ActionScript 3 one is at:

https://github.com/greensock/GreenSock-AS3/releases

 

And the JavaScript one is at:

https://github.com/greensock/GreenSock-JS/releases

 

Just click on the tag name/number and you should see a list.
