Can I program an Android application without actually having an Android phone? Does the Android SDK contain anything to test your application on while developing an Android application (much like the iPhone does)?

yes, android has desktop emulators. For more information you will do better in an Android Dev forum.

After you setup your working environment and install android sdk you will have an option to create various virtual devices that can emulate any version of android os.

But you should know that emulator is very slow even on powerful machines. There is no way to test game performance on an emulator.
