Maps interaction (pan / zoom)

Hi. I am looking to hire someone for the following. An experience with map-based projects might be a benefit.

Task 01 - Panning broken
 I want the user to be able to pan with the mouse.
This is partially working until you use the 'Jump to...' buttons to jump to a map region. At that point, panning stops working.

 

Task 02 - Mouse wheel zoom in and out

I would like the mouse wheel to zoom in and out of the SVG 'map'.
In the HTML, I would like to be able to specify a sensible max and min zoom.
 

Task 03 - Buttonl zoom in and out

I would like to zoom also in and out using the Zoom In/Out buttons on the top right.
In the HTML, I would like to be able to specify a sensible max and min zoom.
