As someone who has never really used Gsap in production, I'm struggling a little. The client would like something similar to https://wearemotto.com/about/, this section in the screenshot…

I have created this pen of my poor effort so far! 

 

Some pointers would be very much appreciated

You should use the Horizontal Seamless Loop helper function:

Here is a demo that uses the helper function and the Observer Plugin to check the wheel event and speed up the loop and then return it to it's normal speed:
