onComplete occurs before tween ends

Hey all, I've been having heaps of trouble with the usually awesome TweenLite... even after following the documentation to a T - the onComplete is executed as soon as the tween begins instead of when it ends. I can't for the life of me figure this out. Any insight would be greatly appreciated. Thank you!
