How to start my animation in my first section at horizontal scroll?

I have problem here wherein I want to make an animation when top section is done at scrolling vertically and will animated my second section at first section of horizontal scrolling.

I want to animate the first section(horizontally) of second section

It looks like your demo link is bad. I read your question a few times and I don't understand, sorry. If you still need help, please post a minimal demo that clearly shows the issue. Please do not include your whole project - just a few colored <div> elements would be great. The simpler the better.
