Sure, that site uses GSAP for its animations and you can definitely get those effects with enough effort. And for linking the effects with the scroll position, ScrollTrigger is definitely the way to go. 

 

Was there a specific GSAP-related question we can help you with? Unfortunately we can't dissect that site, figure out exactly how they did it all and then build a custom tutorial for you, but we'd be glad to answer questions about GSAP.
