I need a suggestion on how to make this header

I'm making a personal page for myself, and I make a "outrun"  like banner, which is a seemless loop I made on blender. Gsap only puts the text in the middle of it.

Anyway, sometimes the video doesn't play, so I'm not sure if I want to use it.

 

Is there a way to create the same header video, but as an svg, and then use gsap to animate it?

That sort of effect is much better suited for WebGL than SVG. But GSAP can animate both

What's your video code look like?
