Move one element from one position to another position on mouse move

I want to move one image from one position to another when the mouse is moved

example - the menu on this site: https://www.malai.co/

if move your mouse to the menu items, the shape below the menu moves 

wondering if there is an example to do this

That's actually a pretty simple effect. If you use your developer tools you can see that they are using an SVG and just moving that SVG when the navigation is hovered. I'd set it up like this:
