Hello, I m a bit stuck with transform rotation while distributing SVG shapes on a circle.

I tried generating elements directly on angles or making a single one at angle zero then rotating using "set" I still have a strange pivot offset and I can t figure out what is wrong.
I would be glad if anyone would give an advice
