You need to start rotating around your axis when you hover the circle "C2" (dotted line). Can you please link to a demo where your attempt at rotation is included? That way we can better understand how you're trying to apply it and where you may be going wrong. I tried both js and css animate. In both cases, the second circle makes a very large circle. You need to hover and wait a little bit. Doing so lets you apply animations to the contents of the group without issue! https://jsfiddle.net/e6p41w2L/ P.S.
