    PawleyBoboli's post in Tween duration is being ignored was marked as the answer   
    z-index.
     
    That was the problem.  The z-index of this div was not set and it was being blocked by another div during the transition.  I knew it was me and not GSAP.
     
    Boy I'd like to get those hours back.  So embarrassing.  Sorry for the noise.
