run into similar issue using the app directory in NextJS 13. I'm using ScrollTrigger and ScrollSmoother plugin and managed to fix it by moving the gsap.registerPlugin(ScrollTrigger, ScrollSmoother) inside of useEffect/ useIsomorphicLayoutEffect hook.
