How can I tween a specific pseudo-element on hover?

A quick google search tells me its not possible to select pseudo elements, and I think I read something similar in another thread. You can instead add and remove class which will give you the effect you want.

Thanks for thinking with me @Sahil. As you can see in my codepen it ís possible to select pseudo-elements with the cssruleplugin.
But don't know how it will work on hovering elements.
