Control though various processor speeds?

Hello,

Here is my problem... Client has given me very poor video and now I'm forced to 'fix' it. I have an .flv with AS cue points (which are accurate within a 10th of a second according to Adobe). The .flv contains 'hard' cuts in it, like the ladies head jumping positions. My client's client has signed off on having this sheet of paper fly by and cover the hard cuts in the video. I'm using TweenMax of course.

Problem: depending on the user's processor speed the sheet of paper flies too soon or too late to 'cover' that video cut. If I run it over and over on one machine it is consistent. I know what your thinking but is there a way to 'force' the paper to move more independent of computer speed? It's a bitmap.

Thanks!
