Can this kind of animation be achieved with GSAP?

If so, could you point me to some examples or possible approaches for implementing it?

Not directly, GSAP doesn't draw anything, but if you have set this up (probably with a shader) you can then animate it with GSAP. GSAP has a plugin for PixiJS, which could be a good starting point. https://pixijs.com
