How to repeatedly toggle a property between two values

Is there a way to use TweenMax to repeatedly toggle a property between two values without tweening intermediate values?  Let's say I want to continuously toggle an img tag, used as a sprite sheet, between top:0% and top:-100%?

 

I've achieved this by using delayedCall, but it's cumbersome and requires three separate functions.
